Citizens Flood Rule: What Beach Owners Should Know

If your Southwest Florida home is insured through Citizens Property Insurance, one more date belongs on your calendar. By January 1, 2027, most Citizens personal residential policies that include wind coverage will be required to carry flood insurance too. That final step applies no matter what the home is worth. With the new year about eight weeks away, now is a good time to look at your own policy, especially if you plan to sell in 2027.

How the Citizens flood requirement has been phasing in

The requirement came out of the Florida Legislature's December 2022 special session, and Citizens has rolled it out in steps. Homes inside a special flood hazard area, meaning zones such as A, AE, V and VE, already have to carry flood coverage regardless of dwelling value. Outside those zones, the requirement has been tied to the dwelling coverage amount on the Citizens policy:

  • January 1, 2024: dwelling coverage of $600,000 or more
  • January 1, 2025: $500,000 or more
  • January 1, 2026: $400,000 or more
  • January 1, 2027: all policies, regardless of value

So the 2027 step mostly reaches owners of lower-valued homes outside the high-risk flood zones. Citizens describes the requirement as applying to new and renewing policies, so your timing can depend on when your own policy renews.

Who is exempt and what counts as coverage

According to Citizens, three kinds of policies are exempt: condominium unit-owner policies, tenant contents policies, and policies that exclude windstorm or hail coverage. If you own a condo on Estero Boulevard with a unit-owner policy through Citizens, this particular rule does not apply to that policy, although your association's master coverage is a separate question worth asking about.

For everyone else, Citizens says the flood coverage amount should be equal to or greater than the dwelling coverage on the Citizens policy. If the National Flood Insurance Program cannot offer that much, Citizens accepts the maximum NFIP amount the owner is eligible for, which is $250,000 in dwelling coverage under the regular program. Citizens also asks policyholders to complete a flood affirmation form and provide proof, such as the flood declarations page.

Most new NFIP flood policies have a 30-day waiting period before coverage begins. If your Citizens renewal falls in early 2027, starting the flood conversation in November or December gives you room.

A new, simpler way to shop for flood coverage

On October 22, the Town of Fort Myers Beach shared that FEMA now lets residents get flood insurance quotes and buy NFIP policies entirely online at FloodSmart.gov, without going through an agent. The town's notice also repeats the 30-day waiting period reminder and encourages owners not to wait until a storm is approaching. Some owners will still prefer to work with a local agent who can compare NFIP and private options, but the online quote tool is a quick way to get a ballpark number.

Practical takeaways for owners and sellers

  • Pull out your Citizens declarations page and note your renewal date and dwelling coverage amount.
  • Check whether your policy includes wind coverage. If it does, and it is not a condo unit-owner or tenant policy, plan on the flood requirement applying by 2027.
  • Get a flood quote early, either through your agent or online at FloodSmart.gov, and keep the 30-day waiting period in mind.
  • If you already carry flood insurance, confirm the coverage amount lines up with what Citizens asks for.
  • If you are selling, have your flood policy details and declarations page ready. Clear insurance paperwork answers buyer questions before they come up.

This is general information, not insurance advice. Your agent or Citizens can tell you exactly how the rule applies to your policy.

What this means on Fort Myers Beach and in Southwest Florida

On the island, any home in an A, AE, V or VE zone with Citizens wind coverage has already been under the flood requirement, so for those owners 2027 changes little. The bigger change in 2027 is for owners across Fort Myers, Cape Coral, Bonita Springs and Estero whose homes sit outside the high-risk zones and whose dwelling coverage is under $400,000. For them, flood insurance becomes a new line item. A seller who already has the flood policy in place, with declarations in hand, gives buyers one less unknown.

Rules like this land differently on every property, depending on the policy, the flood zone and the renewal date. If you want to know what this means for your home, call or text me at 239.470.0650.
